Russia's maternity capital speeds up aid for families with young children
Russia's maternity capital programme has simplified its application process since 2021. Families now receive approval within five days, with funds allocated in around ten. The scheme supports affordable housing, education, and financial aid for families with children born after 2018.
The programme offers two payment tiers as of 2024. Families receive 630,391 rubles for their first child and 833,024 rubles for a second or subsequent child. These funds cannot be withdrawn as cash but must be used for approved purposes.
Most families use the money to improve affordable housing conditions. This includes buying, building, or renovating a home, as well as paying off mortgages. For home construction, however, parents must wait until the child turns three before accessing the funds.
Other uses are available immediately after birth. The capital can cover children's education, monthly allowances for families with a second child born after 2018, or assistive products for disabled children. Property bought with these funds does not require equal division among family members, but mortgage repayments must be allocated within six months.
The updated system speeds up access to support for eligible families. Approval and fund distribution now take just weeks instead of months. The programme continues to focus on affordable housing, education, and financial stability for families with young children.
