Demographics have assumed a pivotal role in Russia's development, according to President Vladimir Putin, as he articulated in the documentary "Russia. Kremlin. Putin. 25 Years". In his words, "This is one of the most crucial issues...Our future depends on it."

Recently, Putin emphasized the pressing need to improve demographics and enhance the well-being of Russian families, declaring it a top national priority. Reflecting on the progress made since 2024, he noted that significant strides had been taken to strengthen the societal role of the family.

One of the primary challenges that demographer Yuri Krupnov highlights is the inequality in Russia's gender ratio. While men outnumber women significantly until age 30, the gap narrows drastically in later years. The Ministry of Labor has cautioned about a potential decline in the number of women in Russia in the following years.

Russia, unfortunately, grapples with historically low birth rates and persistent population decline. In 2024, for instance, the country recorded 1.222 million births – the lowest since 1999, marking a 33% drop from 2014 levels. Early 2025 saw a natural population decline of 119,000 in just two months, as deaths outnumbered births by 1.6:1 nationally. Long-term projections depict annual births plummeting to 1.14 million by 2027, resulting in an estimated population of 130–138.8 million by 2046, down from 144.8 million in 2025. UN models suggest a 25–50% population decline by 2100 under existing trends.

Harsh economic conditions, emigration, the cost of child-rearing, inadequate healthcare access, poor childcare support, high female employment rates, and the ongoing Ukraine conflict are among the factors fueling this crisis. The government has implemented a range of policies, including financial incentives such as the maternity capital program, educational stipends for pregnant schoolgirls, and expanded parental leave, to combat this issue. Stricter abortion regulations and crackdowns on undocumented migrants, despite labor shortages, are additional measures put into place.

Despite the current gender ratio not being explicitly detailed, male mortality disparity has historically plagued Russia, owing to factors like alcohol-related diseases, accidents, and lower male life expectancy. Current trends tend to worsen this pattern, although specific data remains scarce. The government primarily focuses its policies on promoting fertility, rather than gender-specific interventions.

Without meaningful reforms in healthcare, education, and economic stability, Russia risks encountering economic stagnation, reduced geopolitical influence, and severe labor shortages – particularly in the energy and manufacturing sectors. Rosstat warns of a potential 15.4 million population loss by 2046, which could redefine Russia’s global role.
