Russia's 2025 cadastral overhaul puts property owners on notice

Russian property owners in certain regions are receiving official notices about upcoming cadastral changes. The government services portal has begun sending mass alerts to those affected by comprehensive cadastre surveys (CCS). These updates will impact how properties are registered and managed from next year.

The surveys aim to clarify boundaries, correct registry mistakes and update building records. Owners are being urged to check their details against the national real estate database before new rules take effect.

Starting on 1 March 2025, only properties with clearly defined boundaries can be registered for sales, purchases or legal changes. Any residential building or structure will also require a plot with verified borders to be officially recorded. The change follows ongoing CCS work in 17 municipalities this year, covering over 70,000 properties.

The surveys provide free boundary clarification for participating landowners. Notifications explain how CCS results may alter existing property records. Owners can then cross-check their information in the Unified State Register of Real Estate (USRRE) to ensure accuracy.

While the current programme focuses on specific regions, no wider rollout has been announced. Similar cadastral updates have previously been reported in other countries, including Germany's Malschwitz district starting in 2026.

The new requirements will take effect in less than six months. Property owners in the 17 surveyed municipalities must confirm their land details before the deadline. Failure to verify boundaries could delay future transactions or registrations.
