The International Luge Federation (FIL) has dug its heels in, denying Russian athletes the chance to compete at the 2026 Winter Olympics. This bombshell announcement was dropped after the FIL's 73rd congress in Tampere, Finland. The ban extends not only to the main event but also to the qualification rounds scheduled for Milan and Cortina d'Ampezzo.

In a no-nonsense statement, FIL President Einars Fogelis declared, "Congress has laid it all out on the line. This decision reflects our collective responsibility in safeguarding a fair and secure competition. We acknowledge the diversity of views within our family, especially among our athletes."

The FIL's hard-line approach has been in effect since September 23, 2022, when the debate centered on whether Russian athletes could participate as "Neutral Athletes" (AIN) under the auspices of the International Olympic Committee.

Leon Felderer, the chair of the FIL Athletes' Commission, shared the results of a confidential survey during the Tampere conference, featuring opinions from both artificial- and natural-track luge athletes. The survey revealed a mix of viewpoints regarding Olympic safety, anti-doping measures, fairness, and the issue of equal opportunities in the competitive qualification process. "There's a whole gamut of opinions out there. Concerns and arguments abound on both sides," Felderer summed up.

After the vote, the majority opted to maintain the status quo: 24 delegates supported continuing the ban, 7 opposed, and 1 was deemed invalid. The FIL executive was expressly forbidden from developing an AIN participation program for the Russian athletes, thus effectively nixing any participation in the 2026 Winter Olympics. In a second vote, 24 delegates voted for a strict ban, while 8 advocated for considering an AIN regulation.
