Russians Get More Choice in Pension, Social Benefits
Russian pensioners and social security recipients have been granted more flexibility in choosing how they receive their support. Starting October 1, 2025, they can opt for cash payments instead of specific services, a measure announced by the Russian Social Fund (RSF).
Previously, beneficiaries could only choose between natural or cash form of social services. Now, they can refuse all or some of the natural benefits in favor of cash payments. This includes those receiving the Elderly Monthly Allowance (EMD), who can choose how to receive their Social Service Package (SSU) - medication, sanatorium treatment, free travel, or cash.
Applications to change the benefit type or form of service provision can be submitted through the Gosuslugi portal, in person at the Pension Fund's client service centers, or at multifunctional centers (MFCs). The chosen option takes effect from January 1 of the following year. If no choice is made, the benefit type remains the same. The full monetary equivalent of the SSU is 1,728 rubles per month.
The RSF's new measure gives Russians receiving social benefits more control over their support. They can now choose to receive their SSU as specific services or in cash, with applications accepted via Gosuslugi, RSF customer service centers, or MFCs. The deadline for choosing the new payment method is October 1, 2025.
