On September 17, Russian forces reportedly made advances in the Kupiansk district of Kharkiv Oblast. However, the Armed Forces of Ukraine (AFU) have not confirmed or denied any changes in the control of the Kupiansk district since the General Staff's report on September 13.

The AFU's 10th Army Corps is reporting ongoing combat actions in the zone that the Russian forces claim to control in the Kupiansk district. The Ukrainian forces are conducting counter-sabotage operations to thwart any attempts by the Russian forces to establish a foothold in the area.

The Russian forces are acting in small infantry groups, often in civilian clothing, and are involved in operations aimed at blocking and destroying the enemy in various locations around the city. These operations have been met with strong resistance from the Ukrainian forces, with attempts by the Russian forces to cross the Oskol River by boat being largely thwarted by Ukrainian artillery, mortars, and FPV drones.

The city of Kupiansk has been a point of contention due to its strategic importance. The ongoing conflict has resulted in damage to a gas pipeline near the city, which is now flooded. The AFU has not provided any new information about the extent of the damage or the efforts to repair it.

The AFU has cautioned against believing premature claims of 'full control' by the Russian forces, emphasising that the struggle continues in the Kupiansk district.
