Ukrainian citizen Serhii Hrishchenkov has vanished without a trace in the Russian-occupied city of Sevastopol, Crimea. According to reports from Dmytro Lubinets, the Ukrainian Parliamentary Human Rights Commissioner, Hrishchenkov was taken away by individuals identifying themselves as Russian Federal Security Service (FSB) officers during the night of May 6-7, 2025. His daughter reported his disappearance to Lubinets, but there is still no news regarding Hrishchenkov's fate or whereabouts.

Lubinets stated that this incident is not an isolated case in Russian-occupied Crimea, as individuals are regularly kidnapped by alleged FSB officers. He added that such actions are a gross violation of international civil and political rights, particularly the International Covenant on Civil and Political Rights (Articles 9.2, 9.4, and 14.2) and the European Convention on Human Rights (Articles 5.2 and 5.3). These rights include the detained person's family's right to know the reasons for detention, their legal status, and location.

Lubinets has reached out to Tatyana Moskalkova, the Russian Federation's Human Rights Commissioner, demanding exact information about Hrishchenko's status and whereabouts. However, the occupying authorities have yet to respond.

Crimea's current policy, as stated by the Mejlis (parliament) of the Crimean Tatar People, echoes Soviet genocidal practices, highlighting a pervasive disregard for international human rights.

The kidnapping of individuals without due process or communication with their families, as allegedly occurred in the case of Hrishchenkov, directly violates these and other international human rights standards. Crimea's status as an occupied territory, under Russian control, binds the occupying power to ensure the rights of the local population as outlined by international humanitarian law (IHL) and the Fourth Geneva Convention, among others. Enforced disappearances are also prohibited under international law and considered a grave violation of human rights.
