In the ongoing conflict between Russia and Ukraine, negotiations for a diplomatic solution have hit an impasse, with deep disagreements between the two nations.

Russia's key demands include constitutional changes in Ukraine to recognise four Ukrainian oblasts and Crimea as Russian territory, a ban on Ukraine joining NATO, extensive demilitarization, and legal protections for Russian language and Moscow-affiliated groups in Ukraine. The Kremlin has so far rejected Ukrainian President Volodymyr Zelensky's proposal for a personal meeting.

Ukraine, on the other hand, insists on beginning any peace discussion with an unconditional ceasefire and firmly rejects any territorial concessions or terms that would weaken its sovereignty or defensive capabilities. Ukraine has proposed permanent neutrality with security guarantees from major powers, including UN Security Council permanent members, to protect against future aggression. However, Russia demands a veto over such military guarantees.

Attempts by mediators, including the US under former President Trump’s leadership, to offer terms broadly favourable to Russia were rejected by Russian President Vladimir Putin. Consequently, Western support for Ukraine, including arms deliveries, continues in response to stalled negotiations and ongoing conflict.
