In a bid to enhance road safety and protect children, a new bill has been proposed in Russia. The legislation, submitted to the State Duma in March 2025 by senators Andrei Kutepov and Igor Treskov, seeks to address the issue of improper child transport devices in cars. From September 1, 2025, the use of adapters, straps, and non-frame car seats for transporting children will be prohibited in Russia. This ban is aimed at reducing the number of accidents involving children as passengers. The bill proposes amendments to part 3 of article 12.23 of the RF CoA to enforce these changes. The bill states that these changes will help reduce the number of accidents involving children as passengers. Improper devices are considered dangerous in case of an accident and sudden braking, and passengers can make remarks to the driver or contact the car park. The proposed amendments aim to increase fines for transporting children without car seats. For citizens, the fine for such an offence will be increased from 3,000 to 5,000 rubles. For officials, the fine will be increased from 25,000 to 50,000 rubles. Fines for individuals using prohibited devices will be 3,000 rubles, and for legal entities, including taxis, the fine will be 100,000 rubles. For legal entities, the fine for transporting children without car seats will be increased from 100,000 to 200,000 rubles.
