Russian Minister Includes All Cities in the Omsk Region in the List of Cities Favorable for Living

Omsk, for the first time, made it onto a list of comfy cities!
After 2024, all cities in the Omsk region were included in the list of cities that are great for living, as announced by Omsk's governor, Vitaliy Khotsenko, on Thursday, April 3, 2025. In his statement, the region's head references the Urban Quality Index, compiled by the Russian Ministry of Construction.
The comfy cities are:
- Omsk;
- Tukalinsk;
- Kalachinsk;
- Tara;
- Isilkul;
- Nazyvaevsk.
Omsk and Kalachinsk scored 183 points each, Isilkul scored 184, Nazyvaevsk scored 186, and Tukalinsk scored 188 points out of a possible 360. Cities with a score of 180 points or lower are not considered comfy.
As previously reported by "SuperOmsk", Omsk made it into the list of comfy cities for the first time. Last year, Tukalinsk and Isilkul were not on the list.
The Urban Quality Index is calculated based on 36 different indicators, including housing, public and social infrastructure, and the surrounding areas, urban infrastructure, waterfronts, green spaces, and overall city spaces. The evaluation is based on data obtained from regions, Rosstat, the Ministry of Culture, Rospotrebnadzor, MVD, and other departments.
