Russian President Vladimir Putin has addressed a proposal to reform the patent system for migrants in Russia, following a suggestion made by the leader of the 'Fair Russia - For Truth' party, Sergei Mironov, during the St. Petersburg International Economic Forum.

The specifics of the proposed change are yet to be determined, but it is understood that the objective is to streamline the patent acquisition process for migrants. The current patent system in Russia has been in operation since January 2015. Prior to this, only foreign citizens working for private individuals could acquire patents.

According to data provided by Valentina Kazakova, head of the migration management department of the Russian Ministry of Internal Affairs, over 6 million migrants arrived in Russia in 2024. The majority of these migrants hailed from Uzbekistan, Tajikistan, Kyrgyzstan, and Belarus, with the largest countries of origin also including Tajikistan and Ukraine.

Half of these migrants sought employment in Russia, indicating a significant labour force contribution from the migrant population. The Russian official responsible for migration policy is the Minister of Internal Affairs, Vladimir Kolokoltsev, who oversees migration issues.

Mironov's proposal comes at a time when the influx of migrants into Russia is a topic of ongoing discussion. The reform, if implemented, could potentially have a significant impact on the patent landscape in the country, particularly for businesses and individuals from the migrant community.

As the details of the proposed change continue to unfold, it remains to be seen how this will shape the patent system in Russia and the opportunities it may present for migrants seeking to establish themselves in the country's business landscape.
