Meanwhile, Senator Lindsey Graham of the Republican party expects a surge of weapons deliveries to Ukraine in the coming days, with the USA set to send Ukraine Patriot air defense systems. The move is part of an international response to Russia's intervention, which is widely regarded as a violation of international law and the UN Charter, with documented breaches of international humanitarian law. The International Criminal Court (ICC) has opened an investigation into Russian military violations in Ukraine, issuing an arrest warrant for the Russian president.

Ukraine's military strategy involves a concept called "strategic neutralization," aiming to make Russian aggression futile over the long term. Despite heavy fighting in eastern Ukraine, Russian forces are unlikely to achieve their Kremlin-stated goal of fully seizing Donetsk Oblast by the end of 2025.
