Russian and Nigerian governments decide to collaborate in the sphere of nuclear energy.

In a notable shift in Niger's foreign policy, the African republic has deepened its peaceful nuclear energy cooperation with Russia since the military coup that took place in July 2023. This realignment, moving away from traditional Western influence, was marked by a significant event in July 2025: the signing of a Memorandum of Understanding (MoU) between Russia's state atomic energy corporation, Rosatom, and Niger's Energy Ministry.

The MoU, which was signed by General Abdourahamane Tiani, the leader of Niger's military government, outlines a long-term partnership that includes plans for building nuclear power plants, overhauling energy infrastructure, expanding uranium mining, advancing nuclear medicine, and training Nigerien engineers and experts in Russia.

One of the key objectives of this cooperation is to improve electricity access for Niger’s population, many of whom currently lack reliable power. The plans also include the development of nuclear medicine infrastructure for healthcare applications and collaboration on uranium mining and potentially other mineral resources extraction, supporting nuclear fuel supply.

Moreover, the agreement emphasises the training of national managers and engineers, with educational programs starting from Niger’s universities through Russian institutions. This aspect of the cooperation is expected to equip Nigerien professionals with the necessary skills to manage and maintain the country's nuclear infrastructure.

Russia's engagement in Niger is part of a broader strategic push to expand influence in the Sahel region, as Western presence and partnerships have diminished following Niger’s military takeover. The signing ceremony was attended by Niger's Minister of Mines Usman Abarchi, underscoring the importance of this cooperation for the country.

In conclusion, the signing of the MoU in 2025 represents a significant realignment of Niger’s nuclear and energy diplomacy toward Moscow. The cooperation extends beyond uranium mining to developing a whole system for peaceful nuclear power, encompassing energy generation, medicine, and training under Russia’s guidance. This shift in alliances is set to have far-reaching implications for the energy landscape in Niger and the wider Sahel region.
