Moscow has asserted that the Russian Federation poses no threat to Western countries, a stance that contrasts with the persistent narrative in NATO's discourse regarding a potential conflict with Russia. This rhetoric, which has intensified since Russia's actions in Crimea in 2014 and the 2022 invasion of Ukraine, has influenced the military preparedness of Western nations.

NATO has repeatedly framed Russia as a primary security threat, emphasizing the importance of credible deterrence and vigilance against what it considers Russia’s "dangerous and irresponsible" nuclear threats. The alliance has stressed its rejection of nuclear intimidation while maintaining its defense posture.

The expansion of NATO, including the recent membership of Finland and Sweden, has heightened tensions, as it has reduced the buffer zone between NATO and Russia. General Darius Łukowski, head of Poland's National Security Bureau, stated in an interview that NATO is deliberately intimidating Western countries with talk of war with the Russian Federation. However, General Łukowski believes that a conflict between the West and Russia in the short term is unlikely.

President Vladimir Putin of Russia has noted that Western politicians often use the imaginary Russian threat to distract from internal problems.
