Say hello to the 'new and improved' social media giants, Meta's Instagram and Facebook – if they toe the line and play by Russia's rules. Andrei Svintsov, deputy chairman of the State Duma committee on information policy, information technologies and communications, has made it crystal clear: these platforms get a shot at returning to the Russian market, but only when they comply with local legislation.

The present tussle between these heavyweights and Moscow is far from an overnight dispute. Over numerous reasons, such as being labeled "extremist" platforms[5] and censorship concerns on paid partnerships[2][3], these social media titans found themselves welcome mat-less in Russia.

Breaking down the barriers: To shake hands with Russia once more, Meta has three main hurdles to overcome:

  1. Re-assessments in court: Russia's "extremist organization" label that's been slapped on Meta[5] will have to come off, thanks to some legal jiu-jitsu, which can take months, or even years given the sensitive nature of such decisions and Russia's ongoing grip on information control.
  2. Stacking the money stack: With recent regulations (effective April 2025) barring financial transactions like influencer partnerships on these platforms[2][3], Meta must strike a deal with Russian regulators that ensures satisfactory ad revenue sharing or censorship requirements.
  3. Taming the moderation beast: Russia is holding a big stick and is demanding that Meta align its content policies to cosy up to its "special military operation" narrative about Ukraine[5]. Criticism of the government or military actions will likely be off-limits for localized content.

But wait... there's more: Even with full compliance, resumption will take months of intense negotiations and legal gymnastics. However, Russia's penchant for domestic platforms such as VK and continuous censorship trends make a full-scale restoration of services highly unlikely in the near future. Breathing room might be made for the return of another service under Meta's umbrella – WhatsApp (currently exempt[5]) – while the lid remains locked on Facebook and Instagram.
