The announcement has been met with strong opposition from Russia, with Deputy Minister Alexander Grushko from the Ministry of Foreign Affairs stating that Russia rejects all attempts to impose demands or ultimatums on the country [2]. Konstantin Kosachev, deputy chairman of the Russian Federation Council, has criticised the announcements, stating that only the US arms industry will benefit, and the Europeans will pay the price [2].

Russian President Vladimir Putin appears to be delaying peace negotiations, as underscored by recent continued drone and missile strikes against Ukraine, indicating Moscow's unwillingness to halt the war despite mounting pressure [2]. The Ukrainian side views the weapons deliveries as a sign of continuing the war [3]. The Ministry of Foreign Affairs in Russia has stated that the weapons deliveries indicate that NATO wants to continue the war [3].

NATO Secretary-General Mark Rutte has emphasised the urgency and strategic intent to make Russia “reconsider” peace talks through these actions [1]. The US measures—boosting weapons supplies to Ukraine and threatening new tariffs—reflect a tougher American approach intended to increase pressure on Russia militarily and economically.

Russia has rejected the weapons deliveries to Ukraine announced by Trump [4].
