Russia has proposed an independent international investigation into the 2014 downing of Malaysia Airlines flight MH17, expressing dissatisfaction with the International Civil Aviation Organization (ICAO) Council's handling of the case.

The Russian Foreign Ministry has repeatedly asserted that the ICAO's previous investigations into the MH17 crash case are considered insufficient and biased.
