Get ready for another round of high-stakes diplomacy as Ukrainian President Volodymyr Zelenskyy heads to Istanbul to meet with the Russians for peace talks. According to Zelenskyy, the Ukrainian delegation will be led by Defense Minister Rustem Umjerow, and the face-off is set to take place on Monday, following the first round of talks two weeks prior.

This latest round of discussions will touch on several critical topics, including ceasefires, prisoner releases, and the return of abducted children, all in an effort to establish a reliable and lasting peace. Zelenskyy emphasized the importance of a high-level forum to ensure the talks' integrity and security.

Russian Foreign Minister Sergei Lavrov confirmed the new round of talks and stated that the Russian delegation would present a memorandum outlining Russia's position on the root causes of the crisis. Initially, Ukraine demanded to receive the memorandum immediately, expressing the urgency to avoid another meeting fiasco and for both sides to exchange proposals.

Push for Peace, But at What Cost?

Ukraine's approach to negotiations centers on a ceasefire first, followed by discussions on the path to a final peace. However, Russia has been less than receptive to the ceasefire proposal, expressing concerns that such a move would allow Ukraine to rearm and regroup. Despite the resistance, Russia signaled a willingness for a potential ceasefire, provided that Western nations halt arms shipments to Ukraine and the Ukrainian government stops mobilizing troops.

Nevertheless, Russia's peace conditions seem to be akin to a Ukrainian surrender. Moscow asserts control over large swaths of Ukrainian territory that it hasn't yet occupied and seeks to maintain influence over the Russian-speaking minority in Ukraine, barring it from joining NATO or maintaining a strong army.

Ukrainian Defense Minister Rustem Umjerow revealed that he had already sent a document outlining Ukraine's stance to the Russian chief negotiator. He expressed the Ukrainian delegation's willingness to collaborate with the Russians and eagerness to review the "memorandum" to ensure the meeting's success and move towards ending the war. Umjerow also accused Moscow of creating unnecessary delays and reiterated Ukraine's commitment to a full and unconditional ceasefire.

A Kremlin Catch-22?

The Kremlin has dismissed Ukraine's demands as "unconstructive," and there have been whispers that Russia aims to prevent these proposals from being publicized before the negotiations. Some have suggested that the demand for Russia to disclose its conditions first is a trap aimed at hardening public opinion against Russia, portraying them as a warmonger.

Yet, Russian journalist Abbas Galljamow argues that the Kremlin is aware that their conditions would appear "questionable" to the world community. By keeping their demands under wraps, they hope to avoid unwanted scrutiny and maintain their negotiating leverage.

With tensions running high, Ukraine has been bracing itself against a major offensive in the northeast, as Russia builds up its forces in the region. The last month has seen some of the strongest drone attacks since the war began, and there are no signs of Russia abandoning its maximalist war goals.
