A Fresh Look at the Prisoner Swap Negotiations between Ukraine and Russia in Istanbul

The recent dialogue between Ukraine and Russia, held in the historic neighborhoods of Istanbul, concluded in the afternoon local time. Following mediation by Turkish Foreign Minister Hakan Fidan, the talks wrapped up with neither party reporting any major setbacks.
Press releases from the Turkish Foreign Ministry confirmed that Vladimir Medinsky, Russia’s chief negotiator, confirmed the agreement on the exchange of the remains of soldiers. However, Medinsky was vague about the specific number on both sides, mentioning only a "thousand and above" for each team. The exact count in the custody of Ukraine remains unclear.
Notably, Russia rejected an unconditional ceasefire proposal by Ukraine. Medinsky explained that the Russian delegation had proposed a brief ceasefire in specific locations along the frontlines, which would allow both commanders to recover their suffering soldiers.
Ukrainian presidential advisor Andriy Yermak shared that Kyiv provided a list of several hundred children to Moscow during these discussions. These children were either abducted or held in Russian-held territories within Ukraine.
Defense Minister Umerov further elaborated that Ukraine proposed another round of discussions with Russia to take place between June 20 and 30. These talks aim to keep the negotiation process ongoing.
At the opening of the negotiations, Foreign Minister Fidan expressed the objective of reaching a "durable peace" that would contribute significantly to addressing international crises in energy, food, and transport security. Fidan also expressed gratitude for the support of US President Donald Trump and the determination to maintain peace.
Following the talks, Turkish President Recep Tayyip Erdogan once again proposed a summit involving Russian President Vladimir Putin, Ukrainian President Volodymyr Zelenskyy, and US President Trump. Erdogan emphasized his desire for Putin and Zelenskyy to meet in either Ankara or Istanbul to foster peace.
On the eve of these talks, Zelenskyy emphasized Ukraine's willingness to negotiate. He identified a ceasefire and "humanitarian measures," the release of prisoners of war, and the return of Ukrainian children taken by Russia as the foundation for peace.
Before entering negotiations, Ukrainian representatives conferred with diplomats from Germany, Italy, and the UK in Istanbul to align their positions.
In contrast to the first round of discussions in May 2023, the June 2 discussions saw a breakthrough on a large prisoner exchange. However, progress towards a lasting ceasefire still seems distant.
