Russia allegedly lacks the power to launch a significant military offensive, according to Zelensky.
Ukraine is set to receive two packages of defense systems, including missiles for Patriot and Himars systems, as part of a NATO-led mechanism known as the Prioritized Ukraine Requirements List (PURL). The funds for these deliveries are primarily from Ukraine's partners, with over $2 billion USD secured so far, expected to rise to approximately $3.5 billion USD by October 2025.
The first two packages, each worth $500 million USD, are expected to be delivered imminently. These deliveries are a significant boost to Ukraine's defense capabilities, particularly in air defense systems.
The PURL mechanism coordinates the implementation of weapons deliveries, which are procured in the US for Kyiv but financed by Ukraine's partners. European NATO members such as Denmark and the Netherlands purchase Patriot systems from the US and provide them to Ukraine, while Germany supports the procurement and delivery of Patriot systems and other defense equipment to Ukraine.
Ukrainian President Volodymyr Zelensky believes that Russia is currently unable to launch a major offensive in its war against Ukraine. He stated that Russia prepared offensive operations along four main axes this year: Sumy, Nowopawliwka, Pokrovsk, and Saporizhzhia. However, the operation in Sumy has already failed, according to Zelensky, with Russia suffering heavy losses, especially in personnel, and redeploying troops to other fronts.
In early August, Ukrainian Commander-in-Chief Oleksiy Syrsky identified the situation as particularly critical in the Donetsk region at the front sections of Pokrovsk, Dobropillia, and at the border with the Dnipropetrovsk region in Nowopawliwka. The delivery of Patriot and HIMARS missiles is expected to bolster Ukraine's defenses in these critical areas.
Ukraine has already received over $2 billion USD from its partners through PURL. The country expects further funds in October, bringing the total amount to around $3.6 billion USD. This support is crucial for Ukraine as it continues to face Russia's attack, which has been ongoing for more than three and a half years.
In the face of this ongoing conflict, the deliveries facilitated through the NATO mechanism PURL offer a glimmer of hope for Ukraine's defense against Russia's aggression.
