Russia, allegedly, is believed to be insufficient in the capacity for a substantial military offensive, according to Zelensky.

Russia's attack on Ukraine, which began more than three and a half years ago, continues unabated. In a bid to bolster Ukraine's defense, the international community is stepping up its support.

The United States and its NATO allies have approved the delivery of rockets for the Patriot and HIMARS air defense systems to Ukraine under the NATO mechanism PURL (Prioritized Ukraine Requirements List). This mechanism coordinates the procurement of U.S. weapons, financed by NATO partners.

So far, Ukraine has received over $2 billion USD through the PURL mechanism, with an additional $1.6 billion expected in October, bringing the total to around $3.6 billion USD. Each package is worth $500 million USD.

The first two packages, each worth $500 million USD, are expected to be delivered and will include missiles for Patriot and Himars systems. This equipment is intended to strengthen Ukraine's air defense capabilities, providing a much-needed boost to its defenses.

Ukrainian President Volodymyr Zelensky has stated that Russia is preparing offensive operations along four main axes this year: Sumy, Nowopawliwka, Pokrovsk, and Saporizhzhia. The operation in Sumy has already failed, according to Zelensky, with Russia suffering heavy losses, especially in personnel, and redeploying troops to other fronts.

The Ukrainian armed forces inflicted even greater losses on Russia in the operation in Sumy, suggesting that Ukraine's resistance is proving to be a significant challenge for the Russian forces.

Zelensky also believes that Russia is currently unable to launch a major offensive in its war against Ukraine. However, these statements are not yet independently verifiable.

The situation is particularly critical in the eastern Ukrainian Donetsk region, at the fronts in Pokrovsk, Dobropillia, and at the border with the Dnipropetrovsk region in Nowopawliwka, according to the Ukrainian commander-in-chief Oleksiy Syrsky.

As the conflict continues, the international community's support for Ukraine remains crucial in helping it to defend itself against the ongoing Russian attack. The delivery of these air defense systems through the PURL mechanism is a significant step in this ongoing effort.
