Rumors dispelled: No requirement to inform the DAV within a 10-day timeframe from the MIA

The Russian Ministry of Internal Affairs has issued a statement to media representatives and bloggers, asking them to avoid spreading false information and to verify information before publishing. The statement, made by a representative of the Ministry, does not pertain to vehicle registration data or deadlines, but it does provide some clarity on the 10-day deadline for vehicle registration in specific cases.

In Russia, a 10-day deadline for submitting an application to the State Automobile Inspectorate applies in certain situations. Specifically, the deadline applies when a vehicle is being registered for personal use, temporarily importing a vehicle for more than a year, or transferring vehicle ownership.

The deadline applies within 10 days from the date the vehicle is released into circulation when it is manufactured for the owner's own use. Similarly, within 10 days from the date the vehicle owner acquires the rights to the vehicle, the application must be submitted.

However, it is important to note that there is no general 10-day deadline for notifying the State Traffic Inspectorate about changes in the place of permanent registration or residence of the vehicle owner. The Ministry of Internal Affairs of Russia clarified that the law (Federal Law No. 283-FZ of August 3, 2018) does not establish a mandatory 10-day period for updating this information and denied rumors of such a deadline for changes in place of registration.

The Ministry's statement does not provide any new information about the updating of the owner's residence address in a vehicle's registration data. Additionally, it does not mention any penalties or consequences for not verifying or spreading false information.

In light of the statement, it is important for media representatives and bloggers to exercise caution when reporting on vehicle registration deadlines and to verify information before publishing. The Ministry's request to avoid spreading false information is a reminder for all to ensure the accuracy and reliability of the information they share.
