In a significant legal development for Bosnia-Herzegovina, the Bosnian appeals court has issued a binding verdict against Milorad Dodik, the president of the Serbian region, Republika Srpska (RS). The verdict, which was upheld in August 2025, follows Dodik's defiance of decisions by the Office of the High Representative (OHR), leading to a one-year prison sentence and a six-year ban on holding political office.

The conviction stems from Dodik's attempts to undermine state institutions in RS, his persistent separatist agenda challenging Bosnia and Herzegovina's constitutional order, and his involvement in separatist activities. These actions, as stated in the verdict, have been seen as a threat to the country's unity and stability.

Following the initial conviction, Dodik and the RS National Assembly adopted laws prohibiting the operation of state judicial and security institutions within RS territory. However, the Constitutional Court of Bosnia and Herzegovina overturned these bans. Despite the arrest warrant issued for Dodik on charges of "threatening the constitutional order," the Bosnian Prosecutor’s Office later lifted the warrant after Dodik appeared for questioning, warning that the warrant could be reinstated if Dodik continued his separatist actions.

Dodik himself has rejected the legitimacy of the court ruling, calling it a political move aimed at undermining the political will of Republika Srpska. However, the European Union has emphasized the ruling's binding nature and called on all parties to acknowledge the court's independence and impartiality.

The verdict's consequences could potentially lead to Dodik's removal from office and trigger early elections in RS.
