Röttgen deems it essential to modify the law regarding infection control
The Union faction in Germany's Bundestag, led by CDU executive board member Norbert Röttgen, is working on an initiative to grant the federal government the power to issue coronavirus measures by decree. This move aims to standardize such measures nationwide, without being related to the Chancellor's stance on the matter.
According to reports from "Bild" and government circles, around two dozen MPs have so far supported this initiative. However, it's important to note that not all Union MPs have been approached yet regarding the proposal.
The push for this change in the Infection Protection Act comes in the aftermath of the last MPK (German parliamentary committee). Yet, the exact individual or group initiating the proposal within the Union faction remains unclear. Norbert Röttgen himself did not clarify who initiated the proposal.
Röttgen has stated that the initiative is not intended to weaken the states, but to allow the federal government to act swiftly and decisively in response to the evolving pandemic situation.
In addition to the federal government's decree powers, districts would also have to tighten their measures in response to increased incidence and R values. Other factors would also be considered in the tightening of measures.
It's worth noting that changes to the Infection Protection Act during the COVID-19 pandemic, especially in Germany, are typically proposed by government members from the ruling coalition parties or relevant parliamentary committees rather than a single faction. For specific information on the initiator of a concrete recent proposal or amendment, official Bundestag records or press releases from the CDU/CSU parliamentary group would be the most authoritative sources to consult.
Federal Chancellor Angela Merkel is also pushing for a change to the Infection Protection Act, but the details of her proposal remain to be seen. The Union faction's initiative and Merkel's push are separate matters, each with their own objectives and supporters.
