Revised state award application guidelines issued in Kazakhstan

The President of the Republic of Kazakhstan has made amendments to the procedure for nominating and presenting State Awards, aiming to increase transparency, objectivity, and fairness in the selection process.

The updates focus on standardizing the nomination process and expanding eligibility for mothers who have given birth to and raised five or more children. These changes are intended to boost confidence in the institution of state awards.

The revised Instruction clarifies key provisions related to document preparation and assessment criteria for candidates' merits. Award certificates must now be issued on the state awards' official forms, comply with approved sample models, and include the name of the state award, the recipient’s full name, the reason for awarding, official signatures, and the date.

For mothers with multiple children who are citizens of other countries, certified copies of their passport and up-to-date photographs of their children are required. Requirements for award certificates have been expanded to include the candidate's employment history, specific contributions to the country and people, and information about any criminal offenses.

In certain cases, a character reference from law enforcement may be required. The right to restore state awards can be reinstated by authorized bodies, given sufficient documentation and court decisions.

Notably, the changes clarify that duplicate state awards are not made from precious metals. The updates also aim to streamline procedures for honoring multiple child mothers.

These clarifications improve the procedural clarity of awarding state honors in Kazakhstan, although specific dates or governmental decree references are not currently available. The emphasis is on formalizing certificate standards and expanding eligibility for mothers with many children to receive recognition.
