Revised 10-Year Carbon Monoxide Maintenance Strategy for Northern Ada County (Boise) Second Edition
In a significant development for air quality in Northern Ada County, Idaho, the Environmental Protection Agency (EPA) has approved the revision of the Idaho State Implementation Plan (SIP) on June 15, 2023. This action removes the motor vehicle inspection and maintenance program from the federally approved SIP.
The approval of the revision was published in the Federal Register on June 15, 2023 (88 FR 39177 (PDF)). This decision follows Idaho's submission of a revision to its CO maintenance plan on December 29, 2022.
It is important to note that Idaho was designated as nonattainment for carbon monoxide (CO) in 1990, upon the enactment of the Clean Air Act Amendments. Since then, Idaho has submitted two CO maintenance plans, in 2002 and 2011. The EPA approved Idaho's first plan on October 28, 2002, and the second 10-year plan on August 2, 2012. However, no new CO maintenance plan has been submitted since the approval of the second plan in 2012.
The revision requested to remove the motor vehicle inspection and maintenance program from the SIP, demonstrating that this removal would not interfere with attainment or maintenance of the National Ambient Air Quality Standards (NAAQS) or any other applicable Clean Air Act requirement.
The EPA's approval action also removed local implementing ordinances from the federally approved SIP. These ordinances include the Boise City Woodburning Ordinance and Boise City Burning Ban Enforcement Procedures, as well as Wood Smoke Control Ordinances for the Cities of Garden City, Meridian, and Eagle, and for unincorporated Ada County.
It's worth mentioning that the revision does not affect the rules under 40 CFR Part 86 - Federal Motor Vehicle Emission Control Program. This means that other measures to control emissions from motor vehicles will remain in place.
The approval of the June 15, 2023 revision was published in the Federal Register on the same day (88 FR 39177 (PDF)). This marks a significant step forward in Idaho's ongoing efforts to improve air quality in Northern Ada County.
