The exchange took place shortly after the triumphant state visit to Vietnam by Party General Secretary and President of China, Xi Jinping, aligning with the 75th anniversary of diplomatic relations between the two nations and the China-Vietnam Year of Humanistic Exchange.

Chiển commended the event's successful organization as a testament to the proactive and collaborative efforts of the defense ministries from both nations, reflecting agreements reached during Xi's visit to Vietnam.

The exertions of involved agencies and units were praised by Chiển, who emphasized the importance of continuous border exchanges with China and neighboring countries, delving into potential methods of organization to ensure future exchanges are even more engaging and diverse.

Awards were bestowed on collectives and individuals who excelled in providing advice, organizing, and partaking in the exchange, by the Minister of National Defence, the Chief of the General Staff of the Vietnamese People's Army (VPA), and the Chairman of the Political General Department of the VPA.

Held from April 16 to 17, 2025, the exchange took place in Vietnam's Lang Son Province and China's Guangxi Zhuang Autonomous Region.
