In a significant shift among Democrats, former Attorney General Eric Holder, who heads the party's redistricting effort, has shown support for his party's long-shot attempts to override independent redistricting commissions in response to Republican-led partisan redistricting efforts.

This move comes as Trump has expressed hopes of netting additional GOP seats in Texas and other Republican-controlled states by redrawing legislative maps. Democrats, in turn, have threatened payback against these efforts, with Wisconsin Governor Tony Evers stating they must "do whatever we can" to counter the Republican efforts.

The challenge for Democrats is that many of their stronghold states, such as New York and California, use independent or bipartisan commissions for redistricting to ensure fairness. Changing these rules often requires difficult constitutional amendments or legal maneuvers.

However, Democrats are increasingly considering more aggressive strategies. The Democratic Legislative Campaign Committee (DLCC) has made combating Republican gerrymandering a nationwide priority, signaling a willingness to "fight fire with fire" by considering mid-cycle redistricting and other measures to defend democracy and protect competitive districts.

In states where Democrats control the governor's office and legislature, such as Colorado and Washington, the party has backed independent commissions that cannot redraw maps in the middle of the decade. In Maryland, House Majority Leader, Democratic Del. David Moon, has proposed legislation to trigger redrawing of congressional lines if Texas moves forward with its plan.

In New York, the state constitution bars another map this decade. Democrats have moved for a change, but that could not happen until 2027 at the earliest, and then only with voter approval.

Advocates of a nonpartisan redistricting model are alarmed by the shift among Democrats, fearing that they would engage in aggressive redistricting if not held in check. Sen. Richard Blumenthal, D-Conn., believes Democrats should not stoop to the Republicans' tactics and maintain the ideal of accurate and fair representation.

On the other hand, Sen. Chris Murphy, another potential 2028 contender, does not regret past changes that have put in place independent redistricting boards in Democratic states. However, he believes Republicans are operating outside the box, and Democrats should respond in kind.

The group's director of redistricting, Dan Vicuña, has stated that using redistricting for partisan advantage (gerrymandering) is highly unpopular with the public. As the midterms approach, the battle for fair representation continues, with both parties adopting increasingly aggressive strategies.
