Restart of Short-term Border Controls at Lower Saxony's German-Dutch Border for Nearly a Year

The Federal Police in Germany has been stepping up its efforts to intensify temporary personnel at the country's borders, a move aimed at bolstering border security. According to Michael Schuol, President of the Federal Police Directorate Hannover, these measures are proving effective.

Since the implementation of these measures, all member states of the European Union, among others, have been considered safe third countries in Germany. This means that asylum seekers from these countries can be refused entry or deported back to their home countries.

The Federal Police has been conducting border checks on cross-border traffic throughout Germany since September 16, 2024. The Federal Police Directorate Hannover, responsible for the checks between Lower Saxony and the Netherlands, has recorded a total of 1,671 unauthorized entries since the inception of these checks. Of these, 1,075 people have been turned back at the border.

The application of the provision of Section 18 (2) No. 1 of the Asylum Act enables the border authority to refuse entry to asylum seekers from a safe third country or to deport them to that country after entry. The measures will be uniformed and civilian, on land, water, and in the air.

Even when uniformed forces are not visibly present, the Federal Police may still be present. The measures will be coordinated closely with the respective neighboring states, the police forces of the federal states, and the customs authorities.

The Federal Police considers border protection a permanent core task. The temporarily introduced internal border controls at all land Schengen internal borders have been continued. In response to queries, the public is advised to contact the Federal Police Directorate Hannover for press inquiries. The Federal Police will be reinforced by support forces, particularly from the Directorate of Federal Reserve Police, if necessary.

Vulnerable persons, such as women with young children, pregnant women, or visibly ill persons, can still be referred to the responsible authorities or initial reception facilities. The measures will remain adaptable to the situation, flexible in time and place, and around the clock.

Upon instruction of the Federal Minister of the Interior on May 7, 2025, these controls are now being carried out in accordance with the provisions of Section 18 (2) No. 1 and (3) of the Asylum Act. The August 2025 data may change slightly due to subsequent entries or necessary measures for quality assurance.
