Republic is on the verge of enacting a new law regarding local autonomous bodies, as stated by Alexey Yeremeyev.

The development and implementation of a draft federal law No. 33 on local self-government in Yakutia is currently underway. This law, which was initially drafted in 2022, aims to establish a framework for local self-government in the region.

The process typically begins with the drafting of the law by relevant federal or regional authorities, followed by a public discussion phase. During this phase, the draft is subject to hearings, consultations with local governments and civil society, and public feedback.

Once the public discussion phase is complete, the draft is submitted to the Federal Assembly (State Duma and Federation Council) of Russia for review. This parliamentary process can take several months, depending on the complexity and political priorities. After approval, the law is signed by the President and enters into force on a specified date or upon publication.

In the case of draft federal law No. 33, the main provisions started to apply from June 19 of this year. The law is expected to be fully implemented by 2027, with some articles entering into force on January 1, 2027.

After the federal law comes into force, local governments in Yakutia—including municipal councils—are required to align their municipal charters and local regulations with the new federal standards. This often involves amending municipal charters through local legislative bodies.

The III Congress of deputies of the representative bodies of municipal formations is planned to be held in the tenth days of December, where the Congress will discuss possible amendments to the draft law. The development of the corresponding regulatory acts at the republic level is currently underway.

The State Assembly of the Il Tumen is also involved in the process of preparing the regulatory framework for local self-government. The draft federal law No. 33 on local self-government was approved and signed by the President, and came into force as a federal law.

The subjects of the Russian Federation have the right to independently regulate issues of organizing the system of local self-government, including determining the number of levels, distributing powers, and the procedure for electing local government bodies.

While precise dates and procedural details for the implementation of draft federal law No. 33 on local self-government in Yakutia are not yet available, this timeline is based on common legislative practice in Russia. For accurate, detailed timelines and procedural specifics, official government publications, Yakutia's local government announcements, or the federal legislative tracking portals would be necessary.

Politicians and civil society in Yakutia are following the progress of the policy-and-legislation process for draft federal law No. 33 on local self-government, participating in public consultations and discussions during the drafting phase. The development and implementation of this law, which aims to establish a framework for local self-government in the region, is expected to have an impact on general news and politics in the coming years, with the full implementation expected by 2027.
