At the helm of this transformation is the Hamburg Senator for Transport, who is spearheading an 'Alliance for Deep Construction' (Bündnis für Tiefbau). The strategy focuses on a more efficient process, from planning to approval to construction, in an effort to reduce bureaucracy and accelerate procedures.

One of the key aspects of this digitalization drive is the approval process. In the future, if no decision is made on an application within a specified period, it will automatically be positively assessed. This change is expected to expedite the approval process significantly.

The digital platforms being developed will not only benefit the approval process but also navigation services, making daily life easier for traffic participants. Real-time traffic information will be provided via platforms such as the Urban Data Platform and the Mobilithek. AI-supported tools will also be employed for traffic management.

Smaller excavations will no longer require applications but only reports, further simplifying the process. Every construction project that requires a traffic or building permit must be registered in the ROADS platform.

Hamburg's infrastructure renewal and maintenance volume has seen a significant increase since 2015, with plans to grow further by 2030. From 2020 to 2024, nearly 300 kilometers of cycle paths were renewed, almost 1,000 kilometers of lanes were renovated, and traffic loss could be reduced by around ten percent.

The city's ambitious infrastructure projects include street repairs, water pipe renewal, gas pipe hydrogen conversion, and the expansion of the U- and S-Bahn network. The start of the new U-Bahn line U5 marks one of the largest infrastructure projects in Hamburg's history.

The reform is also aimed at ensuring that a street space is only opened once for several projects to shorten construction times and reduce the burden on residents. The fee ordinance is to be simplified, and model contracts are being developed to further streamline the process.

Partnerships with various stakeholders are crucial to the success of this reform. The city is committed to working closely with chambers, associations, and companies to ensure a smooth and efficient implementation of the digitalization drive.
