Reports of a suspect raping a woman and assaulting a senior citizen in Berlin have set off a city-wide manhunt. The 25-year-old is wanted by authorities for both incidents, but the intricate web of justice has left many questioning the system's effectiveness.

The ordeal began on Friday when the suspect suddenly attacked a 78-year-old woman in her apartment, causing bodily harm. Her concerned relatives arrived to help, and during their struggle, the man allegedly made off with a bottle of schnapps belonging to a surprise bystander, who promptly returned the unopened bottle. Police apprehended the suspect later that day but, citing uncertainties in his identification, chose not to detain him further.

The tragic events didn't end there. On Saturday, the alleged perpetrator returned home and raped a 23-year-old woman in a refugee shelter in Lichterfelde. As other residents entered her room, discovering her urgent calls for help, the suspect once again fled the scene.

The public prosecutor's office maintains that a pre-trial detention order requires both an urgent suspicion and a valid reason for detention. They must, therefore, assess such reasons case-by-case. The initial public prosecutor stationed at the scene, however, decided that the evidence was not substantial enough to justify the man's continued detention.

Authorities have now set their sights on a specialized department in the public prosecutor's office, which will focus on investigating sexual assault cases. With mounting skepticism about potential lapses in justice, this department will spearhead a thorough examination of the circumstances surrounding the man's release following the first incident.

Historical context:

The decision to release suspects in connection to sexual assault allegations isn't an isolated incident. In a case involving the University of Houston, miscommunication between the police and the district attorney's office resulted in the release of a man accused of rape without filing proper charges.
