Regulation Implementation Acts to Be Devised, Outlining How This Legislation Will Be Executed

City of Krefeld - The judge handed down a six-and-a-half-year prison sentence, followed by preventive detention, to the recurring arsonist from Krefeld. The 38-year-old admitted to setting multiple blazes before being shot by police at a cinema center adjacent to Krefeld Central Station. The Krefeld Regional Court found him guilty, among other charges, of arson.

Prior to the trial, a psychiatrist diagnosed the man with a dissociative personality disorder and high danger level, but deemed him fully accountable for his actions. The court concurred, finding the 38-year-old guilty on all counts. The judges dismissed his allegation that he set the fire series due to auditory hallucinations.

Discontent Towards Authority

The court believed that the Iranian ignited the fires out of discontent with his circumstances and due to feeling mistreated by the German government and institutions.

"This defendant aimed to make an impression," stated presiding judge Johannes Hochguertel. The man denied setting fire to the cinema. He claimed the gasoline was spilled unintentionally during a struggle with a security guard. The judges also rejected this claim.

The court also convicted the 38-year-old of making threats. He threatened employees at the foreigners' office with "I'll stab you!" and threatened a psychiatrist that he would amputate the hand of the police officer who shot him.

Arson Spree

On October 10, 2021, an arson and arson attempt surge in Krefeld sparked a flurry of emergency calls and an extensive police response. In a short space of time, authorities received an array of alerts. The perpetrator, known to the police, first torched his attic apartment. He then set fire to a Caritas van parked on the street, followed by dousing a desk in the Krefeld employment agency with gasoline and igniting it.

Notably, the Krefeld Regional Court has prior history with the man: In 2010, judges there sentenced him to four-and-a-half years in prison, among other counts, for aggravated assault, attempted rape, and disturbing the peace by threatening criminal acts.

Multiple Identities

According to the North Rhine-Westphalia (NRW) Ministry of the Interior, the Iranian entered Germany illegally in 2002 and has since been in several European countries. Alone in France, he garnered 23 prison sentences, as per the NRW Ministry of the Interior.

He is recognized by the authorities under 27 distinct identities. After completing his prison term in Germany in 2014, the man did not reappear in Krefeld until April 2024 – ten years later. Deportation attempts to Iran failed because the country demands a declaration that the individual returns voluntarily. Despite repeated attempts, the 38-year-old refused to sign this declaration. The defense attorney announced plans to appeal the sentence.

  1. In the realm of general news and politics, the court determined that the Iranian perpetrator, known to have multiple identities, ignited a series of fires in Krefeld out of discontent with his circumstances and resentment towards the German government and institutions, amidst war-and-conflicts and crime-and-justice proceedings.
  2. Amidst claims of auditory hallucinations and unintentional spillage of gasoline, the court convicted the Iranian man, with a history of arson and numerous prison sentences in Europe, of setting fires, making threats, and denying authority, particularly towards employees at the foreigners' office and a psychiatrist who treated him.
