The Government of Canada has taken a significant step towards reducing plastic waste by introducing the Federal Plastics Registry. This initiative, aimed at eliminating plastic waste by 2030, will see businesses reporting annually on various aspects of their plastic production, importation, and waste management.

Starting in 2025, businesses who produce, import, distribute, or manage plastics and plastic products will need to comply with these new reporting requirements. The scope of the Registry has been broadened significantly with Part 4 of Schedule 1 listing a diverse range of plastic products, from blood bags and breathing masks to blister packaging.

Part 2 of Schedule 1 lists four primary plastic resin sources, including virgin fossil-based and bio-based resins, as well as post-consumer or post-industrial recycled resins. A total of 23 plastic resins are included in the Registry, such as polyethylene terephthalate (PET), acrylonitrile-butadiene-styrene (ABS), polyvinyl chloride (PVC), thermoplastic polyurethane (TPU), nylon, and more.

Businesses who produce plastic packaging, products, or are involved in the production, importation, or distribution of the listed resins will need to report on the resins used in manufacturing, amounts destined for various waste streams, quantities placed on the market in Canada and each province, and the source of these resins.

Detailed reporting on certain types of plastic resins and plastic products is required by the Registry. To aid industry in preparing these reports, Environment and Climate Change Canada is drafting a guidance document.

Additionally, businesses who generate packaging or product waste at industrial, commercial, or institutional facilities will need to report on the amount of plastic packaging or products sent for diversion or final disposal.

The rules for reporting have been outlined in a notice published in the Canada Gazette, Part I, on April 20, 2024, under the Canadian Environmental Protection Act. Schedule 1 of the notice provides a list of resins involved in the manufacturing of plastics, and products containing such resins. Schedule 2 of the Notice offers definitions, including a broad definition of 'producer' that includes importers, retailers, and marketplace facilitators.

The Federal Plastics Registry is a crucial step towards achieving Canada's goal of eliminating plastic waste by 2030. By requiring businesses to report on their plastic production, importation, and waste management, the Registry will provide valuable data to help guide policy and encourage sustainable practices in the plastic industry.
