Refurbishment of Trump's Qatar-gifted presidential aircraft predicted to incur nearly a billion dollars
The transfer of a Boeing 747-8 jet from Qatar, valued at $400 million, as a gift to President Trump has sparked significant controversy. The Pentagon approved the plane's transfer on May 21, but concerns about the costs and potential foreign influence have dominated the discussion.
The presidential aircraft will be equipped with the latest communication and defense systems during the repair and modernization process. However, there are suspicions that the funds for this deal were secretly transferred from the Pentagon budget, with some reports suggesting that funds were reallocated from the US military’s LGM-35 Sentinel intercontinental ballistic missile program.
Critics, including Senator Dianne Feinstein, have expressed concern about the deal, with Feinstein believing that such a transfer from the budget weakens national security. Congress has also voiced concerns, questioning the legality and ethics of accepting such an expensive gift from a foreign government. Some have even raised the possibility of it being a potential bribe or undue foreign influence.
Legal questions have focused on the Emoluments Clause of the Constitution, questioning the propriety of accepting such foreign gifts while in office. The Pentagon, however, asserts that the plane will undergo extensive security inspections to prevent espionage and states the memorandum with Qatar expressly forbids bribery or corrupt practices.
In August 2025, Democratic lawmakers requested detailed information on funding sources, contract specifics, and risk assessments, with a deadline for responses. Air Force specialists anticipate a one to two-year repair and modernization process for the new Trump plane, as reported by The New York Times.
