Russia's Foreign Minister, Sergei Lavrov, has concluded a visit to Yerevan, where he reported satisfaction in resolving "misunderstandings and suspicions," paving the way for more sincere conversations between Moscow and Armenia on contentious policy issues. The Armenian Foreign Ministry has described the talks as "informative" and "constructive," highlighting mutual interest in continuing a political dialogue based on the particular interests of both nations. Tensions between the two countries have escalated in recent weeks due to Armenia's increasing geopolitical ties with the United States and the EU as well as its arms purchases from India.

In related news, Armenia is grappling with a severe shortage of army recruits. Thousands of young men under the draft age are renouncing their Armenian citizenship to evade military service, while many others simply dodge conscription. To address this issue, the government is implementing a new system where individuals can forgo the standard two-year military service for a fee. The fee varies depending on the service duration: one month of training costs approximately $62,000, while a four-month tour of duty is $46,000. The maximum age for conscription is also being raised from 27 to 32 years.

Meanwhile, in the Caucasus, U.S. Secretary of State Marco Rubio labeled the Georgian Dream leadership in Tbilisi an "anti-American government" during a congressional hearing. He mentioned that bilateral relations were under review and hinted at the possibility of imposing penalties on the government. Representative Joe Wilson, a critic of Georgian Dream, accused Tbilisi of selling out to the Chinese Communist Party, causing top Georgian officials to respond defensively.

Across the Caspian Sea, Russia has enlisted 80,000 draft-dodging naturalized citizens from Central Asian states into its military registry. Around 20,000 Central Asians are already serving in the Russian military. In Kazakhstan, the country has become one of the top three largest crude oil suppliers to Europe in 2024, with the potential to surpass Russia's position due to the latter's reduced oil supplies following sanctions. In Kyrgyzstan, a draft law banning pornography has moved forward in parliament, and an anti-war activist deported to Russia by the authorities received a 16-year prison sentence. Uzbekistan has applied to join the North-South Corridor Coalition, and an increase in Turkmenistan's natural gas transit via Iran is being proposed.
