A mob of 50-100 armed men cloaked in Afghan tunics, adorned with long beards, and often faces hidden beneath balaclavas, stormed Haï El-Djilali and Haï Boudoumi Bentalha. With knives, machetes, axes, and firearms, they mercilessly attacked homes. As they slaughtered, they plunged the town into darkness by cutting off the electricity. The cries of their victims, men, women, and children, and the sound of bombs exploding echoed through the nights.
Merely weeks prior, the Township of Rais experienced a massacre of nearly 300 people by the Armed Islamic Group of Algeria (GIA). The region was infamous as 'the triangle of death' amid the Black Decade: frequent murders, fake roadblocks, explosions, and kidnappings were commonplace.
A Decade of Sorrow and Loss
This conflict surfaced when the officers orchestrated a coup d’état in January 1992, with the intention of preventing the electoral victory of the Islamic Salvation Front (FIS) in the legislative elections. The ensuing civil war pitted the national army against various Islamist militias, such as the GIA and the Islamic Salvation Army (AIS), leaving a trail of devastation:- 60,000 to 150,000 people lost their lives- Multiple thousands vanished without a trace- Over a million were displaced- Tens of thousands were forced into exile- Billion-dollar damages crippled the country

The Faces of the Forgotten
A haunting image will come to embody this massacre in Bentalha: a woman, beaten and battered, resting against a hospital wall in Zemirli. This photograph, snapped by Hocine Zaourar of Agence France Presse, won the World Press Photo Award.
Contradictions shroud the truth of what truly occurred during that terrifying night. While it may not be the first or deadliest massacre, no event preceded it in sheer barbarism.
Witnesses described the terrorists casually returning to their orchards, seemingly undisturbed by the army stationed at the town's entrance. Despite cries for help and pleas for assistance from the few inhabitants who managed to escape, the soldiers claimed they could not intervene without orders from their superiors and that the area was strewn with mines and too dark to cross. Witnesses added that these soldiers had taken positions a short distance away with vehicles and armor, taking no action and even barring neighbors from offering assistance.
The security forces refused to provide arms for self-defense to some citizens accused of protecting and feeding Islamist forces. In Bentalha, the armed groups had indeed ensconced themselves in the orchards, and some believe that this may have been an indirect manipulation of Islamist violence at the hands of the Algerian secret service.
There were no arrests, no trials. The identity of the murderers remains unclear.
The Charter for Peace and National Reconciliation was passed in Algeria in 2005. This act contains articles that prohibit any prosecution and force the families of victims to renounce their quest for justice:- Article 45: any proceedings against defense and security forces of the republic are forbidden- Article 46: anyone promoting wounds of the national tragedy or harming the institutions of the People's Democratic Republic of Algeria, weakening the state, besmirching its officials, or tarnishing Algeria's international reputation will be punished by three to five years in prison and a fine of 250,000 to 500,000 dollars.
After this law was passed, more than 6,000 Islamists descended from their hideouts and returned to their homes. This law also resulted in the release of over 1,500 Islamists convicted of terrorism.
Despite the enactment of the Charter of National Reconciliation, survivors of this tragedy cling to life and attempt to move past their perpetrators. Absent proper psychological care, survivors endure long-term mental health issues as a result of witnessing mutilated bodies of their loved ones.
