Quebec's Gaming Sector Thrives as Online Coalition and Loto-Quebec Collaborate

The gaming industry in Quebec is experiencing a surge in growth, with both Loto-Quebec and a new online gaming coalition making significant strides.

In a joint effort, the Quebec Online Gaming Coalition, comprising Betway, Bet99, DraftKings, Entain, Flutter, Games Global, Rush Street Interactive, and Apricot Investments, has pledged to work with the Quebec government to develop a new regulatory framework for online games. The coalition, founded in May 2023, aims to challenge Loto-Quebec's monopoly by collaborating with the government and local stakeholders.

Meanwhile, Loto-Quebec is also making headlines with its recent developments. The lottery and gaming establishment sectors reported impressive revenue growth in the first quarter of fiscal year 2025-2026. Loto-Quebec's lottery sector generated CA$236.3 million (+7.8%), while the gaming establishment sector, including sports betting, video lottery terminals in bars, bingo, and Kinzo halls, recorded revenues of CA$212.2 million (+5.7%).

The casino and gaming hall sector also saw a significant increase, with revenues amounting to $323.4 million, a rise of 17.6%. Notably, the digital platform of Loto-Quebec showed increased results for both lottery and poki games.

Loto-Quebec President and CEO Jean-Francois Bergeron stated that they are sustaining last year's momentum and posting increased results after one quarter. Highlights for the quarter include the introduction of a new interlocation progressive jackpot in poker, an optional wager added to blackjack, and the launch of gaming tables at gaming halls.

Despite these positive developments, the Quebec government is facing budget constraints that could potentially lead to school closures, according to CBC's reporting. However, the deficit for the 2024-2025 fiscal year is smaller than expected, offering a glimmer of hope.

It's worth noting that 100% of Loto-Quebec's profits go back to the province, contributing significantly to its financial health. As the collaboration between the Quebec Online Gaming Coalition and Loto-Quebec continues, it remains to be seen how these developments will shape the future of games in Quebec.
