Quebec resumes electric vehicle incentives with reduced subsidies, introduces new charges in the 2025 budget plan

After a temporary suspension from February to April 2025, Quebec's popular Roulez Vert program resumed operations on April 1, 2025. The revised program brings changes to the financial assistance provided for electric vehicles (EVs), reflecting a downsizing of support compared to prior periods.

Key Changes to the Roulez Vert Program

  • Reduced EV Rebate Amounts: The financial assistance (rebate) amounts for EVs have been reduced, with the exact rebate dollar amounts yet to be disclosed in the available sources.
  • Eligibility Limit: Residents remain eligible for a maximum of three rebates per calendar year under the program.
  • No New Fees Confirmed: Quebec did not announce any new fees directly tied to electric vehicle ownership or the Roulez Vert rebate program in the 2025/26 budget.

Electric Vehicle Rebate Amounts

  • Plug-in hybrid vehicles now receive an annual fee of $125 and $62.50 for plug-in hybrid vehicles, replacing the previous rebate of up to $5,000.
  • Battery-electric or fuel-cell vehicles are now eligible for up to $4,000 in rebates, down from the previous maximum of $7,000.
  • Used EVs can still receive up to $2,000 in rebates, while used electric motorcycles retain their $1,000 rebate amount.

Additional Changes

  • The luxury tax threshold for electric vehicles in Quebec has been adjusted to match other vehicles, dropping from $75,000 to $62,500.
  • Zero-emission drivers in Quebec will no longer have free access to tolled bridges and the Quebec government's ferry network starting from March 2027.

It is worth noting that the federal iZEV program, which may have influenced provincial programs like Roulez Vert, also experienced funding suspensions and uncertain rebate renewals in 2025. For detailed rebate amounts and eligibility, Quebec’s official transport website or the latest government announcements should be consulted directly.

Despite the changes, Quebec’s Roulez Vert program does not exclude Tesla from their rebate program, unlike Manitoba, Nova Scotia, and Yukon. The previous Roulez Vert program offered up to $2,000 for electric motorcycles, and this amount remains unchanged for used electric motorcycles in the revised program.

  • The revised Roulez Vert program, now operating post-temporary suspension, has made significant adjustments to the financial assistance provided for electric vehicles, specifically reducing the rebate amounts for EVs.
  • The Roulez Vert program continues to offer up to $4,000 in rebates for battery-electric or fuel-cell vehicles, a downsized support compared to prior periods, while maintaining the $2,000 rebate for used EVs and $1,000 for used electric motorcycles.
