Quebec Imposes Cap on Family Sponsorship Undertakings

The Quebec immigration ministry has announced a cap on undertakings for sponsoring parents, grandparents, and certain other relatives, effective immediately. The cap is set at 2,600 applications, and it will remain in place until June 25, 2026.

This news comes as the federal government's Parents and Grandparents Program (PGP) is set to begin sending out invitations this year. The PGP will send out invitations to prospective sponsors over a two-week period, starting on July 28, 2025. Invitations will be sent to those who submitted interest to sponsor forms in the 2020 intake.

The cap for parents, grandparents, and other relatives does not prevent the addition of dependents to existing applications. Undertakings to sponsor dependent children below the age of 18 and adult children who are dependent on account of a disability are exempt from the cap. However, the cap for spouses, common law partners, and dependent children aged 18 or older was reached on July 9, 2025.

For family sponsorship applications for Canadian permanent residency, submitting an undertaking to the Quebec government is required to obtain a Quebec Selection Certificate (CSQ), a necessary step for foreign nationals immigrating to settle in Quebec. The total cap for family sponsorship undertakings is 13,000 applications, with 10,400 applications allocated for spousal sponsorship and adult dependent children.

It is important to note that the Quebec immigration ministry has reached the cap for applications related to parents, grandparents, and other relatives as of July 22, 2025. No further undertakings for these categories will be accepted until the cap is reset. Undertakings submitted in excess of the cap during this period will be returned without processing, and the fees refunded.

The cap was first announced on June 26, 2024, by the Quebec immigration ministry. On June 25, 2024, Immigration, Refugees and Citizenship Canada (IRCC) reached the capacity for sponsorship applications for parents, grandparents, and certain other relatives in Quebec; this capacity is expected to be lifted on January 1, 2025.
