Russian President Vladimir Putin faces a tense situation as the International Criminal Court (ICC) has issued an arrest warrant against him. The incident relates to the allegation of illegal deportation of Ukrainian children during the 2022 Ukraine invasion that took place three years ago in 2022.
Putin is set to face the consequences of this arrest warrant, as he will not travel to attend the BRICS summit scheduled for July 6-7, 2025, in Rio de Janeiro, Brazil. The reasons behind this decision include the difficulties and risks put forward by the ICC requirements.
Kremlin aide Yuri Ushakov stated that Putin would instead participate in the summit via a video link due to the "certain difficulties related to the requirements of the ICC."
The ICC's action against Putin has already once affected his travels in 2024, during a visit to Mongolia, another ICC member. This move sparked criticism from the ICC and the European Union, making it difficult for Putin to enter ICC member states without risking arrest.
The BRICS summit scenario, however, is different from the 2024 situation, as Brazil is obligated to enforce the ICC arrest warrant if Putin were to travel there, making it impossible for him to attend the summit without being arrested.
