Public involvement in the State Housing Plan is solicited by the government, with the participation period extending until 7th October.

The Spanish Government has initiated the public participation process for its 2026-2030 State Housing Plan, aiming to promote neighbourhood and rural area rehabilitation, and increase the stock of affordable realtor housing.

Minister of Housing and Urban Agenda, Isabel Rodríguez, presented the 'key lines' of the plan at the Council of Ministers. The plan targets rehabilitating existing homes and buildings to improve energy efficiency, accessibility, and increase supply in cities and towns.

The draft royal decree intends to deploy aid for young people and households spending more than 30% of their income on rent. Different types of aid are proposed, with a focus on aid for young people for rent, rent with the option to buy protected housing (up to €30,000), or buying housing in rural areas (€10,800).

Subsidies for rehabilitation are also proposed when the housing is located in a protected area or is put on the market for affordable rent. The plan aims to reduce the financial effort spent on housing, ensuring that it does not exceed 30% of income.

The Government plans to allocate €7,000 million over five years for the plan, with the State contributing 60% and autonomous communities contributing 40%. The funds will be distributed: 40% for the construction of the public housing stock, 30% for rehabilitation, and 30% for aid.

Rodríguez expects the project to be approved by the end of December after the public hearing phase. The public can submit their contributions through a specific form, and the participation process will run from this Wednesday until October 7, 2025.

The plan aims to reverse tensioned market areas, increase the stock of affordable public housing with permanent protection against speculation, and reduce the average age of independence for young people, currently around 30 years in Spain.

Rodríguez presented the plan to trade unions UGT and CC.OO. and business organizations in the sector on this Wednesday. The organizations presented in the plan include the Association of Construction and Concessionaire Companies of Infrastructures (SEOPAN), the National Construction Confederation (CNC), and the Association of Promoters and Builders of Spain (APCE).
