Chinese energy leaders Windey and SPIC, pioneers in "green" technology, are set to establish a wind power equipment plant in Akmolinskaya Oblast, Kazakhstan. This strategic move aligns with the trend of high-tech localization in the region.
Akmolinskaya Oblast: An Attractive Location for Sustainable Energy Development
Reports suggest that negotiation efforts with the regional authorities are underway. The reasons for choosing Akmolinskaya Oblast lie in its existing infrastructure, which puts it at an advantage over bustling megacities.
The plan involves producing essential wind power station components, including towers, blades, and management systems, with part of the production cycle transitioning to the region to reduce reliance on imports.
Key Elements of the Wind Power Equipment Production
According to regional data, 17 renewable energy projects worth 284 billion tenge have been implemented in the region to date. The share of renewable energy in total electricity production reached 78.5% in 2024, and the region contributed 30% to republican energy by the first months of 2025. The region already hosts several operational wind stations, and further sites, such as in the Ereymentau District, are currently under discussion.
The Chinese investors are eyeing the Aqmola Industrial Zone, which offers a ready base with communication, logistics, and required documentation, facilitating a smoother start for the project. The details regarding timelines, quotas, and potential tax regimes are currently being discussed.
"Aqmola Industrial Zone could potentially house everything that was previously imported – towers, blades, systems – allowing for local assembly. Such projects could lead to the creation of thousands of new jobs, increased production volumes, and an improvement in the region’s export potential. We are ready to provide all necessary conditions, from infrastructure to cooperation with the system operator," added Marat Ahmetzhanov.
