The subsidy for the memorial foundation was slashed to 90 percent this year, but will revert to 100 percent in 2026, knowing that the foundation's development plan calls for a personnel boost. Various state cultural associations take a 5 to 15 percent cut, meaning fewer projects will be funded.

State-owned enterprises have also been brought into the fold with a freeze on both personnel and material costs in the budget. No new hires or projects will be approved for the moment.
