The sordid details of these allegations surfaced in November 2023, casting a long shadow over the Evangelical Church in Siegen-Wittgenstein. Kurschus eventually stepped down from her position as Council Chair of the Evangelical Church in Germany (EKD) and as President of the Westphalian Church in the wake of these disturbing revelations.

Deloitte's final report discloses that Kurschus became aware of potential allegations of sexualized violence as early as October 2022, information that she relayed within the church. The church leadership of the EKvW was informed of the matter in full by April 2023, sparking an internal conflict within the regional church office and triggering a mutual loss of trust at the leadership level of the EKvW.

According to the report, the leadership made a conscious choice for a passive communication strategy in the face of external regulatory requirements, a decision that led to intense media scrutiny, lacking support within the church committees, and eventually Kurschus' resignation. As the report concludes, "A legal review of possible misconduct by those involved is recommended."

The allegations against the church musician, who admitted to sexual contact with two of the seven affected individuals (whom were all organ students), date back to the 1980s up to 2022. The former employee has vehemently denied further advances or actions, but the report contradicts this, citing the results of the investigation.

The question remains: how was the allegation handled by the church at the time? The report suggests that, as early as the 1990s, Kurschus' superiors were aware of the allegations, yet there was no formal investigation carried out. Kurschus' close friendship with the wife of the accused further complicates the situation.

Kurschus resigned at the end of 2023, maintaining that she was "at peace with herself" in the matter, having always acted according to her knowledge and conscience. However, several men have accused her of knowing about the abuse allegations but not acting sufficiently.

In the face of these grave allegations, the leading clergy of the Westphalian Church (EKvW) and the Kirchenkreis Siegen-Wittgenstein have acknowledged a failure of the Evangelical Church. The Westphalian Church has vowed to draw consequences from the report, investigate possible negligence by those involved, and further modify and enhance prevention and intervention procedures in cases of sexualized violence.

Schlüter also pointed out that the Kirchenkreis Siegen-Wittgenstein established an intervention team in March 2023, placed access restrictions on the man, and filed a complaint with the Siegen public prosecutor's office. Conversations with the victims have taken place, and the team continues to work on clarifying the facts. However, there were no standardized and reliable procedures in place for comprehensive, coordinated action across all involved levels of EKvW, a shortcoming that highlight the need for improvement. Communication processes were subpar and murky.

The Siegen public prosecutor's office discontinued the prosecution against the church employee approximately a year ago. The man could not be charged with sexually abusing those in his care from a criminal law perspective, the authorities stated, citing either the lack of criminal charges or the expiration of statutes of limitation.
