Brazil's Gambling Market Shapes Up with Caixa Loterias' Entry

In a move that signals the government's strategic role in Brazil's evolving gambling market, Caixa Loterias, a subsidiary of Caixa Econômica Federal, has been granted a fixed-odds betting licence, valid until the end of 2029. This licence marks Caixa Loterias' entry into the fast-growing segment of sports betting in Brazil, potentially transforming the industry.

Prior to this, Caixa Loterias held a dominant position in state-run lotteries, effectively maintaining a monopoly. However, with the new licence, the company can now operate both retail and online fixed-odds betting and online gaming under the brands BetCaixa, Megabet, and Xbet Caixa.

The regulatory environment for Brazil's gambling industry is marked by public and private rivalry amid evolving regulations and ongoing political debate. The federal government, with this authorization, has become a direct market participant in the gambling sector alongside private operators.

The licence was issued by the Secretary of Prizes and Bets (SPA). With over 293 license applications submitted by mid-2025, the market has become highly competitive, rewarding operators who can navigate the regulatory landscape well.

The regulatory framework for fixed-odds sports betting and online gambling in Brazil is defined by a comprehensive legal structure that came fully into effect on January 1, 2025. Only licensed operators can legally offer services, ensuring legal clarity and operational stability for online gambling and sports betting in the country.

The system imposes strict compliance rules, including taxation and digital monitoring. Brazilian ministries are actively advancing a digital Betting Management System (SIGAP) to oversee licensed operators and reduce fraud. Discussions are ongoing regarding tax rates on betting, suggesting the environment may evolve with increased tax burdens or tougher controls aimed at mitigating the negative social impact of betting.

The growing competition and pressure on regulators to clarify rules and licensing frameworks is suggested by the formation of a new betting union in São Paulo by private operators. The Brazilian Senate has postponed a key vote on legalizing land-based betting formats such as casinos, bingo, and the traditional jogo do bicho, leaving the regulatory environment for these formats unsettled, even as online betting licences are being granted.

Despite the opposition from some quarters, such as Finance Minister Fernando Haddad who has publicly criticised online betting, stating it "should never have been allowed" in Brazil, the move to authorize Caixa Loterias underscores a potentially transformative period for Brazil's gambling industry. The authorization balances public interest with growing sector competition, positioning Caixa Loterias as a major player within the regulated market.
