Two railway companies in Bavaria are facing hefty penalties for falling short on service quality in their local trains. The regional rail and DB Regio in the Free State missed the minimum standards set by the Bavarian Railway Authority (BEG) in Munich during 2024, the agency reported without disclosing the fine amounts. The BEG is responsible for planning, financing, and supervising regional and S-Bahn traffic in Bavaria on behalf of the Ministry of Transport.

Lapses in Eastern Bavaria

Issues stretched across various diesel connections in the Allgäu, regional express trains between Munich and Prague, routes connecting the state capital and Hof, the Danube-Isar Express between Munich, Landshut, and Passau, and regional connections between Würzburg and Erfurt. Cleanliness and timely passenger information during disruptions were among the aspects found wanting on these lines.

In comparison to 2023, the service quality in Bavarian regional trains was slightly reduced in 2024, according to the BEG. Only four out of five network lines managed to surpass the minimum standards, with those companies—including DB Regio and the regional rail firm—earning bonus payments from the Free State for better performance on other connections.

Highest Quality in Lower Franconia

Lower Franconia boasted the best rail passenger service quality with the DB Regio's Kahlgrundbahn snagging the top spot due to a perfect score of 100. Punctuality, a significant concern for rail passengers, is not factored into the service quality ranking. The BEG separately records this metric.

Christian Bernreiter, Bavaria's Minister of Transport, extolled the regional train companies in Bavaria for their "tireless efforts." They had "delivered better service than required in most areas." Bernreiter, however, urged the companies to "keep up the momentum" and "focus on making significant improvements where there's still room."

The railway, said Bernreiter, must prioritize upgrading tracks, infrastructure, and construction project management. Private railway companies have voiced concerns about insufficient communication regarding track closures due to construction work.
