Many inmates were overcome with joy, hope gleaming in their eyes as they prepared to be reunited with their families and communities. Among them was Trương Tấn Trường, an inmate from Anh Sơn District, who served a 30-month sentence for disturbing public order. With the amnesty decision in hand, he expressed a mix of nerves and exhilaration, profoundly grateful for the President's compassionate gesture that offered him a chance to start anew.

Hỏ̀ Viết Cường, a 38-year-old from Diễn Châu District, was equally grateful. He had been serving a five-year sentence for trafficking prohibited goods. Upon hearing about the amnesty, he eagerly submitted a request for consideration, driven by the prospect of redemption.

But this opportunity was not a mere handout. To ensure fairness and transparency, the Amnesty Review Committee rigorously evaluated each case based on legal guidelines and inmate conduct. In Nghệ An Province, of the 41 eligible prisoners, 38 were approved for amnesty on April 30.

The road to reintegration began even before the amnesty. To support their transition back to society, the detention center provided vocational training, legal education, and career orientation. These programs aimed to equip prisoners with the necessary knowledge and motivation to successfully reintegrate and contribute positively to their families and communities.

The ceremonies were not limited to Nghệ An. In Hà Giang, Hà Giang, and many other provinces, eligible inmates were granted clemency, each one shining with hope for a fresh start. For those yet to become eligible, the authorities encouraged continued good conduct and rehabilitation, reminding them that opportunities for redemption remained for the genuinely repentant.

According to the constitutional and legal framework, this amnesty process balances humanitarian principles with strict eligibility criteria. The Central Amnesty Advisory Council, composed of representatives from the Ministry of Public Security, Supreme People’s Court, and other agencies, conducts a centralized review. Strict, fair, and democratic procedures ensure equal consideration for all prisoners, domestic and foreign alike.
