Dr. Jules F. Parisien Accused of Insurance Fraud in Auto No-Fault Cases
Dr. Jules F. Parisien, a Flatbush-based physician in New York, has been repeatedly accused in civil suits of submitting fraudulent claims related to auto insurance no-fault cases. The allegations centre around purportedly fraudulent, unlawful, and non-reimbursable medical claims submitted in connection with auto insurance cases[1][2][3].
According to the insurers, Dr. Parisien, a retired obstetrician-gynecologist, never rendered any of the fraudulent services[2]. Most of the civil cases against him have been resolved by settlements between the insurance companies and the defendants, whose terms have not been disclosed.
In a 2022 Liberty Mutual lawsuit, Parisien is described as a physician who owns multiple companies that submit large volumes of no-fault auto insurance claims and associated lawsuits[1]. The lawsuits filed by Parisien seek reimbursement for medical treatments at 1786 Flatbush Ave in Brooklyn. Parisien and the medical providers at the Brooklyn address have been sued by Liberty Mutual, GEICO, State Farm, The General Insurance, and Allstate for alleged fraud.
Brooklyn political figure and power broker, Frank Seddio, is legally representing Dr. Parisien in over 500 cases involving these insurance claims[1][2]. Seddio began filing no-fault insurance lawsuits en masse in May 2024 on behalf of Dr. Parisien.
However, Seddio has not been charged with any wrongdoing and did not respond to questions about how he became involved with filing the cases. One of Seddio's closest associates, Frank Carone, was involved in a case that involved a company co-founded by Carone[4]. Carone is currently "of counsel" at law firm Abrams Fensterman, and emails have shown other members of the firm were involved in Carone's discussions about the mechanics of the investment operation and its specific billing practices[5].
Law enforcement has sought to crack down on similar alleged schemes, with Chris Bragg reporting that they are investigating such cases[6]. Despite these allegations, Parisien could not be reached for comment.
