In a recent interview with the Tagesspiegel (Monday edition), CDU General Secretary Carsten Linnemann has called for significant reforms in social policy and infrastructure funding.

Linnemann is urging that the special fund for infrastructure should not be used for day-to-day business, but for the future of the country. He emphasizes the need for these policy changes to continue, particularly in the area of state welfare systems.

The CDU plans to prevent abuse of unemployment benefits by advocating for stricter cuts or even complete removal of Bürgergeld for those unwilling to work. This aligns with CDU demands to strengthen the 'work incentive' principle and achieve significant savings in social spending. Linnemann predicts that these reforms will be implemented already in autumn 2025.

Linnemann is concerned about more than 100,000 EU citizens from Southeast Europe working few hours, topping up their low wages with unemployment benefits, having housing costs reimbursed, and receiving child benefit sent abroad. He believes that this practice is not what any SPD voter wants.

In terms of unemployment benefits, Linnemann reminds SPD chairwoman Bärbel Bas of the agreed measures against abuse cases of unemployment benefits in the coalition agreement. He also expresses the Union's support for the SPD Minister of Labour's efforts to combat 'mafia-like structures' in unemployment benefits.

Linnemann considers a 500-billion-euro special fund for infrastructure justifiable only if it comes with simultaneous structural reforms. He wants to work closely with Bärbel Bas to address this issue.

Moreover, Linnemann believes the policy changes in migration and economic policy, initiated by CDU party chairman and Federal Chancellor Friedrich Merz, are already underway. He predicts an 'autumn of reforms' under the Merz government.
